Web developers have some unique challenges when it comes to securing data at rest. It is now standard practice to implement secure connections via HTTPS to protect data in motion. This was probably helped along by Google search as it prioritizes secure websites. But in my opinion there has not been the same focus on securing sensitive data at rest in web files and databases.
